#316·Update reward for JitoSOL pool

Background

JitoSOL pool has been performing fairly well since its launch. It has brought together users from multiple communities.
This is to provide rewards for the JitoSOL pool for another 1 month until new pools open.

Proposal Content

1. Transfer 500,000 ACA reward token (incentive for the following 1 month) from Acala Treasury account to AF Account
2. update ACA reward rate to 500,000 ACA per month, and last 1 month for jitoSol pool
