1. Transfer 3,517,488 ACA reward token (incentive for the following three months) from Acala Treasury account to AF Account

2. At block #6005800 (Acala), Estimated Time: 2024-04-19 03:34:59 (+UTC), 
update reward rate for DOT->LDOT and DOT->TDOT pool:
DOT->LDOT(pool#2) pool,  update ACA reward rate to 874,996  ACA per month, and last 3 months.
DOT->TDOT(pool#3) pool,  update ACA reward rate base to 297,500 ACA per month,  and last 3 months.
DOT->TDOT(pool#3) pool,  update  TAI reward rate base to 101,150 TAI per month, and last 3 months.

1. A proposal was made to transfer 3,517,488 ACA reward tokens from one account to another.
2. There will be an update to the reward rates for two different pools involving DOT, LDOT, and TDOT tokens.
3. The update will happen at a specific block number and estimated time.
4. The ACA reward rate for DOT->LDOT pool will be 874,996 per month for the last 3 months.
5. The ACA and TAI reward rates for DOT->TDOT pool will also be updated for the last 3 months.
