#321·Euphrates - Adjust Reward Rate for DOT LST pool

Proposal Content

1. transfer 3,517,488 ACA reward token (incentive for the following three months) from Acala Treasury account to AF Account
2. update reward rate for DOT->LDOT and DOT->TDOT pool:

• DOT->LDOT(pool#2) pool, update ACA reward rate to 874,996 ACA per month, and last 3 months.
• DOT->TDOT(pool#3) pool, update ACA reward rate to 297,500 ACA per month, and last 3 months.
