The new incentives plan for ACA staking and ACA-USDT LP staking
staking should have been started from #8655700, last for 12 months (about 216,000 blocks per month), will end at #11247700

The reward rate remains the same:
+  4,166,666 ACA per month for ACA staking
+  233,331 ACA per month for ACA-USDT LP

The total reward is 52,799,964 ACA, and the previous ACA-USDT reward still has 186,124.7 ACA left, and the treasury still needs to inject 52,613,840 ACA to incentives vault account.

Immediately transfer 13,153,460 ACA from the treasury account (23M5ttkmR6KcnvsNJdmYTpLo9xfc54g8uCk55buDfiJPon69) to incentives vault account(23M5ttkmR6KcoUwA7NqBjLuMJFWCvobsD9Zy95MgaAECEhit), and then inject 13,153,460 ACA to incentives vault account at #9303700,  #9951700 and #10599700 respectively.
