## Background
Following the passing of the vote for the generation of the Exodus Plan, this is to propose aSEED (Acala) I setting risk parameters of aUSD including stop aUSD minting, liquidation etc in preparation for aUSD conversion to aSEED (Acala). Below are the risk parameters to be adjusted: 
+ Liquidation Ratio = 0%
+ Debt Ceiling = 0
+ Stability Fee = 0
+ Liquidity Penalty = 0
