## Proposal Backgroud
During a previous referendum: https://acala.subsquare.io/democracy/referenda/170, a bug occurred: the original proposal was to transfer rewards from the Treausry account(23M5ttkmR6KcoTAAE6gcmibnKFtVaTP5yxnY8HF1BmrJ2A1i) to the incentives vault account(23M5ttkmR6KcoUwA7NqBjLuMJFWCvobsD9Zy95MgaAECEhit), but the proposal mistakenly configured the transfer from the CDP vault account(23M5ttkmR6KcnvsNJdmYTpLo9xfc54g8uCk55buDfiJPon69) to the incentives vault account. This occurred twice, resulting in a total of 26,306,920 ACA being transferred. Currently, no one has redeemed their aSEED since the bug occurred (if it happened before the fix, the lost amount would be airdropped to the redeemer).

## Proposal Content
1. Disable the incorrect scheduler
2. Set the correct scheduler
3. Compensate the CDP vault account(23M5ttkmR6KcnvsNJdmYTpLo9xfc54g8uCk55buDfiJPon69) with 26,306,920 ACA from the Treausry account(23M5ttkmR6KcoTAAE6gcmibnKFtVaTP5yxnY8HF1BmrJ2A1i).




A previous referendum had a bug where 26,306,920 ACA were mistakenly transferred from the wrong account. This new proposal aims to fix the issue by:
1. Disabling the incorrect scheduler.
2. Setting the correct scheduler.
3. Giving back 26,306,920 ACA to the CDP vault account from the Treasury account.
